Our bureau named for the Taichung tax affairs tax office when Taiwan recovered from Japanese control, established as “the Taichung Duty Revenue service office”, and to unify levy service of central and local taxes in June, 1947. The internal unit established 4 classes & 6 rooms, and additionally built the offices in the Natun, Xitun, and Beitun areas to facilitate various taxpayers. Because this city became the Taiwan provincial government important gateway, the industry and commerce growth was fast, the population increased year by year, the offices for Dongshan, Chungkung, Lymin were promoted to be 3 branches in Junuary,1980, also adjusted the branch area of jurisdiction in June, 1981, names of 3 branches changed for Dongshan, Lymin, Dajhy branch. Our bureau office moved from Mincyuan road to no.99, Wenxin road, 2 section, Xitun district. The coordination of service area of jurisdiction changed, Lymin branch abrogated, original Xitun, Natun area levy service changed by the head office took over, established the Mincyuan branch to handle the affairs of the head office in the central, west, north areas.

We adjusted the internal unit to be 8 classes, 3 rooms, 3 branches for the individual function in January, 1987. After September, 1992, Taiwan Province various areas established National Tax Administration, the national tax levy service handled by them. The institutions were subordinated to the Taichung municipal government, the tax service supervised by the finance department of Taiwan provincial government and Taiwan Province tax bureau, responsible for city and province tax levy service, and were equipped with 7 classes & 4 rooms of 3 branches. The business tax changed into the national tax from July 1, 1999 and entrusted our bureau by Central National Tax Administration of Ministry of Finance Taiwan Province to continue to do levy service. We were informed by 17557th letter of the Executive Yuan on June 16, 2000 that the business tax returned to National Tax Administration of the Ministry of Finance Taiwan Province, national and local tax levy service completely divided. The coordination for the revision of “the local government system law” and “the regulation on autonomy of the Taichung municipal government”, changed the name for the Taichung Local Tax bureau, the internal primary unit “section” instead of “class, room”, “sub-bureau” instead of “the branch”, adjusted 11 sections and 3 sub-bureaus.

Finance is mother of the multitudinous politics, especial taxes income as the largest amount. Our bureau managed tax revenue and provided the endurance of the funds to the municipal administration construction and stable source of wealth, therefore played the extremely important role in this city expenditure. In view of the fact that each public works demand profit importantly, increased taxes income, maintained tax source fair, whence by “the levy correct, safe tax payment, the efficiency to be supreme relieved, service innovation” service quality goal, positive investment “quality, efficiency, innovation” levy service research and development work. Our bureau has grasped “the innovation idea, to improve, the whole staff in a big way to participate, to drive contribution continually” four carrying out the strategy for many years, then obtained” the overall service quality prize of the fifth session of Executive Yuan ”, “the special prize of the national quality”, and “the fourth session of legal system restoration state-level medal-silver ax prize” in 2003. We won “the Jin- Dangjiang prize of the third session of Executive Yuan about institution records management” and “the excellent prize of building English living conditions” in 2005, and “the Jin-Fujiang prize of the seventh session of legal system devised again which is a medal of state-level and the highest honor” in 2006, established the information security management system to conform to ISO 27001:2005 newest standards, and then obtained the Britain National identity Committee (UKAS) confirmation, and “the service quality prize of the ninth session of Excutive Yuan about quality research” in 2007. Winning a prize is a kind of glory and the achievements of people affirmation to our bureau. We will continue to provide faster, convenient, satisfactory service for the resident in spirit of improvement and innovation.
