Local Tax Bureau, Taichung City takes charge of levying on all local taxes, including stamp tax 、vehicle license tax、 house tax、 deed tax 、land value tax、 land value increment tax and amusement tax.

Functions and Duties This office is subordinate to Taichung City Government and is under the business supervision of Ministry of Finance. Prior to August 1992, this office took charge of the collection of a total of 18 inland taxes, including internal, provincial and municipal revenues.

Starting from Sept. 1, 1992 for sake of unifying the command and supervision of the national revenue, three national tax bureaus were established by Ministry of Finance in charge of the collection business of national tax for each city and county in Taiwan Province, while tax collection offices are in charge of the local tax collection business. Furthermore, Law of Financial Revenue Division was revised in 1999 by turning business income tax into internal revenue which is currently under a temporary collection by tax collection offices.

Priority Tasks of Taxation Tax revenue has been falling short as a result of the recently global economic recession. As tax yield is a backing of financial sources primary to the implementation of governmental policies, other than the promotion of tax automation and service quality, the focal point of tasks in current stage of taxation shall be an enhancement on the propaganda for statutory decree of taxes to encourage taxpayers to report tax returns bona fide for the benefit of the sources of the treasury.

Reports concerning business scope of local taxes, tax administration electronicization and an application of the management knowledge to tax administration are given in the following sections.

Treasury is the mother of administration, and tax income is made up of the major portion of the treasury. The bureau is in charge of the collection of taxes, and it continuously and stably supplies the money for the municipal development, so it plays a very important role in the government expenditure. Due to the importance of various public developments, for the increase of the treasury income, for the protection of the sources of taxation and maintenance of fair collection, the bureau follows the policies of “Tax Administration with Love” and “Enhancing and Solidifying the Harmonious Relationship between the Government and the Tax Payers.” It not only strengthens the understanding and communication with the taxpayers, it also emphasizes the taxation research and development of “Quality, Speed and Creativeness.” The tax administration also combines the already enforced ISO9002 quality management with Knowledge Management (KM) and gradually enforces Total Quality Management (TQM), and through systemization, continuous training, goals-oriented learning and the activities of quality circle, to motivate the whole employees in the bureau to better their service quality and administration performance.

The bureau obtained “Service Quality Award of the Executive Yuan, the 5th Time” in 2003, “The National Special Award for Quality”, “National Award for Justice Renewal – Silver Ax Award, the 4th Time.” It is a glory to receive these awards, and it also a confirmation of the service performance of the bureau. The bureau will continuously do its best with creative spirit to offer even speedier, more convenient, and more satisfying services to the members of the city.
